Past and present Welsh tory opposition spokesmen, such as Jonathan Morgan and Andrew RT Davies, who have been vocal in their criticism of a creeping politicisation of the health service will no doubt greet the announcement of a five year plan to improve the NHS as further chilling evidence. They are right to be concerned. Sooner or later the significance of choosing an October date for regime change will also dawn on them as well.
